Clothes make the man. At least that's what Tony Stark seems to think. Transformed by his experiences during "The Other" saga, Peter Parker stands poised for the next chapter of his life. And to mark the occasion, Tony has got a very special present: a new Spider-Man costume that's certain to raise eyebrows!The Road to Civil War*heat vision*rocket boosters*carbon filters around mouth to keep out toxins*microwave GPS comunication system*titanium chest platePeter and MJ are awakened by Tony Stark's voice, coming through a bird statue in their room, asking Peter to visit him in his lab. There, Tony presents Peter with a new armored Spider-Man costume. An hour later, Spidey tests it out by taking on two crooks on FDR Drive, having to use the gliding feature of his suit to get to them. In DC, Peter tests Version 2.0 of his Stark-designed armored costume, discovering the "Waldo" extendable arms. Soon after, Peter and Tony enter the Senate Building, as the Titanium Man watches them. In the hearing, Tony speaks against the Act but is met with harsh resistance from the Commitee. Peter speaks up, reminding everyone that super hero public identities would put their loved ones in danger, but the Senators more... When the military arrives and shoots at them both, Titanium Man flies away but Spidey webs his back and is towed along.

The clouds are quickly building on the horizon for a storm that will shake the entire Marvel Universe next month! Part 3 (of 3).  Spidey and Titanium Man fly past the Washington Monument and battle near the Lincoln Memorial. Titanium Man gets Spidey in a chokehold but the web-slinger strikes back with his waldo arms, damaging his opponent's helmet sensors. Titanium Man flees. The next day, Tony Stark submits a recording of the Titanium Man gloating that the Superhuman Registration Act will leave America defenseless. Later, Iron Man visits Titanium Man and pays him in unmarked bills for his cooperation. Back at Avengers Tower, Peter dozes off while MJ showers, unaware of breaking news from Stamford, Connecticut involving 600 deaths and the super hero Speedball.

Four days later, Peter decides to flee to Canada. However, May stops him as he departs, gives him a freshly stitched copy of his classic costume to wear at the press conference, and tells him "responsibility means you don't run away". Instead, he flies to Washington where Tony introduces Spider-Man at a press conference. Spidey stands before reporters and tell them he has an announcement to make. While many of his pasts friends and enemies react to the revelation of his identity, Peter enjoys a night with MJ before Tony's televised press conference announces that Spider-Man will help apprehend rogue superhumans who refuse to register.
